mobile no porting not done properly by Vodafone, important service stops

Respected sir/ madam

I am Angshuman Dey, Town and P.o- Arambagh, Nabapally, Ward no-6, Dist- Hooghly. Pincode -712601. My mobile no – 99 33 199 196 which was under reliance service providers.
I submitted Xerox copies of my voter id, porting code and one passport photo to JAY GURU TELECOM( VODAFONE MINI STORE ) at Arambagh on 4th dec 2015 for converting smart to Vodafone service. They give me a starter kit box and said after signalling off of reliance, Vodafone service will be start soon at the same mobile number(9933199196).
But still now i can not get service of my new Vodafone sim ( no tower signal shows). I have come to know from Vodafone mega store at Burdwan, that my mobile number 99 33 199 196 has been already registerd to another person of Midnapore dist. This is very important number for me, because this no has been used for net banking, service registered, gas booking and so many purposes. I have been using This mobile number for last 9 years. I have many proofs . There is no signal in the new sim, which was given by Vodafone mini store of arambagh. HOW CAN CUSTOMER VERIFICATION POSSIBLE, without network signal?
At present Vodafone mini store at Arambagh has denied there fault and to take any step to recover my number.
Please take necessary steps so that i can get my number( 99 33 199 196 ) in Vodafone service.
I am ready for co-operation .
